Voicemeup.com 4.9 per minute on CANADA inbound 800 and 2.9 USA inbound..

youll see most providers offering calls to the 800 BUT charging up to 10
cents a minute when caller is from canada. 

Other simply block (EG PRIMUS) or other itsps... mainly most of them out
there are only accessible from USA AND/OR charge 8 to 10 cents a minute for
the canada part.
