If I were you, I would contact Global Crossing directly (or through a 
broker) and get pricing on their new IP offerings.  You may find that a 
some fraction of a cent is worth having control of YOUR circuits and 
DIDs.  Make sure to explain that you are shopping around and have found 
better rates, you are ready to move on it.
