Hi,

I would recommend that you take a look at voiptalk.  They charge £1.99 + VAT
per month for incoming DID's.  They are charged on a Quarterly basis and can
deliver them over SIP or IAX. www.voiptalk.org  Gateway is iax5.voiptalk.org
for ping response, they are in telehouse (London) so you cannot get mush
better in the UK.
