It d*mn well is not.

For us in South Africa a 512kb down / 256kb up ADSL line, restricted
to 3GB total down+up in a month is about US$80 per month.  Fastest
ADSL we can get has 384kb upstream (US$150).  2megabit line across
town with unmetered usage is about US$850 per month.

Please remember that the whole world isn't the USA.
