Well i am NOT as update on the local Indian Law, I do know that change will happen, but a 
little slow.

There is NOT enough demand as of today for DID , it will take some time, before carriers will 
make money on DID's .

I hope looking and skype and yahoo will tell them that it does exisit and that they can make 
money of it at least for now.
