Not that I am aware of. The changelogs and the final summary of what will 
be included in 1.4 will probably not be available until much closer to 
release. The branch is currently in feature freeze and debugging state 
right now for a while, with no new features being accepted. It'll be that 
way until the developers deem that 1.4 is ready for release. That is 
targeted (I believe) for a couple of months from now, so we can use all 
the help we can get testing, breaking and fixing all the new stuff..

Things that I am excited about:

1. Lots of SIP fixes from Olle
2. T.38 Pass Through support
3. Variable Length DTMF + improved RFC-2833 interop (Yay!)
4. BJ's app_followme (or is it app_findme?)
5. A major update to AEL (Asterisk Extension Language)
