Hmm I'm not really sure about scoring for DID's. I mean - you either 
route to it, or you don't. There's no in-between.

I don't think users will appreciate tagging of DID's, i.e. playing a 
message 'Warning, this DID has been flagged for abuse, high charges may 
be invoiced to you!'.

Each telco/provider will need to make a black-and-white choice in the 
matter. The only thing that matters is the quality/reliability of the list.
