Would it help if you are a stones throw away from the border of a
neighboring state?
How would you acomplish this?

A channel bank may run you $500 or more. A 24-port FXS card (I believe) will
> remove the need for the channel bank.


The plan was to utilize voip phones for the extensions so a channel bank
won't be
needed.
