We do use the XO product within LATA 460 (its cheaper for a single 
LATA).  That means we get to order DIDs from up to 5 different rate 
centers in that LATA.  I agree that if you are just looking for a 
handful of DIDs then this is not for you.  In our case we order 
thousands of DIDs from XO within the LATA.  Furthermore it takes weeks 
to get the DIDs.  There is no nifty web page were you can get them 
instantly.  If you need more details on it you can contact me off-list.
