[asterisk-biz] low volume prepaid card business ideas

1. Need comments on how to fulfill this business requirement: Need 5 million prepaid calling card PINs, but expect less than 500 minutes/month to be used.
2. Background: I sell $1USD card-based products (coupons, horoscope readings, etc) via vending machines in bars and promoted by sweepstakes.
- People actually buy the cards to gamble (to win instant sweepstakes with $1000 jackpot) and usually do not use service provided. This is the reason for the expected low minutes.
- However, the law says the product must be legitimate and prepaid calling cards are best service to use.
3. My new $1USD prepaid calling cards must provide 2-minute domestic USA long distance card that will:
- Of course, authorize based on PIN and cutoff call after time expired
- Round time in minute increments (thus can only be used two times max)
- Not allow for adding minutes (dont want to get into complicated billing issues)
- Uses toll-free 800 access number that can only be originated and terminated in USA
- Expire 6 months after each PIN batch is activated
- May want to restrict origination at payphone to avoid additional charges (is this possible?)
4. I have Verizon FiOS broadband. I know I need to hire someone to set up hardware/software in LA area. Any recommendations on which service to use, which billing software, or other options to keep costs low?
- Due to low usage, could I get by with 2 more lines into my home office, one an inbound toll-free and my unlimited Vonage for outbound, along with an asterisk server with billing software? Or do I need to. .
- get one toll-free line, an asterisk server with billing software, a gateway and hire a termination service if any deal with this low volume?
