And that doesn't require the btn to be altered to work, the call is still tracable (but try to get a telco to actually trace by ocn and btn and all that ...) and everyone is happy.  There really is no legit ned to spoof btns as far as I can see.

Yup.  In fact, it is sometimes entirely appropriate to use another 
organization's or entity's caller ID when acting on their behalf.  For 
example, when working as a consultant on a project for them, or even 
more likely, when acting as an agent from another location.

It's a legitimate requirement.
