doubt you can find anything  (that is legal) for much less than 0.0390. 
In fact, at the current settlement rates it is likely that is not a 
legal route. You should be able to get better mobile rates than that 
though (at that volume). May I ask if you are originating that volume 
yourself, or if you are a reseller? Just curious if your proper to 
mobile ratio is typical.
