Well like Alex says you can use a settlement route which avoids paying 
access charges by being an "international" call.  There is a carrier 
that I won't name that offers exactly that.  The problem is the call 
goes from New York to Europe and back to become "international" and that 
causes some difficulty with echo due to latency.
