Do you mind sheding light on who this provider is?  I've so far only 
been able to find US 911 providers, but none in Canada.

This can be done with a good degree of accuracy using databases freely 
available on the Internet.  I don't have the site handy but I have come 
across a database that can be quiried to let you know what country an IP 
is from.
