[Asterisk-biz] Looking for Asterisk developer to build dictation/transcription app.

I'm looking for a developer who can build an Asterisk dictation/
transcription application / dialplan command to the following rough
specification:

DictateTranscribe(mode,filename)

Mode is either "dictate" or "transcribe" - if "dictate", the file is
created.  If "transcribe", an existing file is opened and the record
functionality is not available.

Required key responses are as follows:

2	Start/Stop Record (play intermittent double beep when stopped)
	Pressing 2 when reviewing a file in dictate mode will cause the
	remainder of the file to be deleted and recording to be appended
at 	the current location (in transcribe mode, pressing 2 will start
or
	stop playback).

3	Rewind five seconds and continue playing file

4	Continuous fast forward (with a beep every five seconds).  
	Press 3 to resume playback

44	Fast forward to end of current file

5	Close file and hangup

6	Forward five seconds and continue playing file

7	Continuous rewind (with a beep every five seconds).  
	Press 3 to resume playback

77	Rewind to beginning of file and begin playback

8	Close file, exit dictation module, but do not hang up

I've looked at the source code for app_record and app_controlplayback
which doesn't seem like rocket science to me, but I'm not a C programmer
and it probably makes sense to hire someone to handle this piece for me.

The resulting code will be contributed to the Asterisk project for
possible inclusion in future releases.

Is anyone on this list interested, or would I be better off posting on
the Asterisk-dev list?
