In most cases, there are E911 tandems to which you connect to get this 
access; you wouldn't normally order a CAMA trunk into your local PSAP.

Bellsouth, SBC, and Qwest have all committed to provide access to the 
tandems via VoIP; I'm sure there will be others.

The proposal on the table seems to be compatible with this expected FCC 
requirement:	-> make a carrier's-carrier for links to the existing 911 
infrastructure
	-> provide means of updating the ALI databases
These are both doable.

Further, there already *is* VoIP-accessible E911 service to ~40% of the 
population through existing carriers, like Level3.

E911 for Asterisk-based VoIP carriers is definitely doable. And even if 
you have to become a CLEC to do it -- it's really not that bad. Getting 
the certification and interconnection agreements in place are generally 
no problem.
