There are plenty of small dialup providers / DSL / colo providers out. 
Yes it will get harder but your statement is not correct. They wont just 
vanish.

Expect much of the market to consolidate, dry up
and eventually be taken over ny the ILECS, same as Dial Up, DSL and
Dedicated Internet Access.
