Stupid after thought,..........on the termination fraud

Could a ITSP just "Pass extreme termination charges onto user", could
a clicker on the sign up page just state that this is the case.

On the CC card issue, does anyone require the user to add the
providing bank which may or may not have been with the 40 million
cards stolen last week? Also is there one type of card used more often
then not, I mean is visa used more then amex or discover?

I am worried about fraud killing the competition in the market.
