Visa does.    Any company that handles cardholder data for merchants,
issuers, or acquirers has to be approved by visa, which means going
through the CISP program and associated audits.

And any merchant or acquirer that is compromised and not compliant, or
has given data to a non compliant company that is compromised, can
face fines up to $500,000.
