As soon as I started reading this thread I realized that this is the
countries that you were having problems with, and here is my side of
the story.
In 2002 I was doing some technical work for a local charity
organization that amongst others were selling Calling Cards, they had
a massive amount of fraud where ppl would sign up for the calling
cards using stolen credit cards, at one shot they would not buy more
then $25 worth of calling cards with the same credit card, they were
very careful not to use the same IP address twice. Most of the calls
went to the above countries. The FBI got involved because these stolen
credit cards, and calling cards where all used by terrorists to
communicate. The end was that they had to stop selling the calling
cards on line.
My point watch out, they might be used by terrorists, is there
anything you can do? I think not, short of stopping calls to those
countries unless requested, like someone already suggested.
