I have the 10 digit numbers for our local PSAPS but that does not comply 
with the E911 ruling. You must still be able to send ALI info which 
requires a database lookup and direct connection to the PSAP.

Simply dialing the PSAP # doesn't provide the 'E' portion of E911.
