When you dial an 0800 number for a Prepaid Calling Card Operator, they are
actually paying for you to dial into their network.  If they allow you to
make Freephone calls through their network they are effectively paying for
you to make a Freephone Call that you could make from any fixed line.

All Calling Card operators charge a surcharge from a Payphone, this is
because a Payphone Levy is charged to them by the Payphone Provider.

I was looking at a Verizon calling card at the 7-11.  Besides the whopping
79¢ call setup fee, I noticed it does not allow calls to toll-free numbers.
Is this a marketing ploy, or is there a financial reason they won't complete
calls to 800,888,877, etc.  I thought toll free meant toll free.

Also, there is a 50¢ surcharge for calls from payphones.  What reason would
they have for this?
