I have detected intruders in networks. They came in from other hacked
networks. They could have actually been just about anywhere in the
world. The point is that providing the government with location data for
every IP only helps to keep track of honest people. If I can break into
a network I can tunnel just about anything through it. Incidents I have
investigated showed that the hackers often compiled and installed
whatever tools they needed on the systems they "borrowed".

I don't know about all that. When I was in elementary school they told
me the constitution was something that we all should be reading. Now I
guess things have changed and I'm too stupid to read the thing and
understand what it says.
