The official rate for Cuba is $0.60 + a $0.245 tax for calls coming out of
the US. The reason for the extra has something to do with treasury funds
frozen by the US many many years ago.  Some countries have better rates than
others on existing bilaterals, however most business is run by Telecom
Italia who have an equity in Eteccsa (the Cuban PTT).  If you want good
quality termination to Cuba you need to go to them.
