We can provide you the 1800 number over iax 2 on www.virtualphoneline.com but 
we do not have failover support available a this time.

However you can set it to ring on a different number how many tims u want, i mean 
pstn number.

If you want to use an api into your service to provision the did you can use 
www.didx.org
