PRI can be anywhere from 100$/month (from a CLEC, based on quantity 100
purchase) to 700$+loop (tariff VZ rates).

That's pretty much about right. 2c/minute is quite optimistic, usually 
carriers don't do that. Retail PRI usage is usually 3-5c/minute.

Sample rates:
CLEC in a carrier hotel: 350-400, quantity 1
CLEC in a carrier hotel: ~200, full DS3 (ie quantity 28)
ILEC tariff: 700$+standard loop charges (ie 13$/mile from serving wire 
center).
