How did you determine of your providers is dropping packets or has
out-of-sequence packets? "15% packet loss and out-of-sequence
Packets" ??

We are trying to use LiveVoip. Their rates are good - 99 cents a month per
number, 1.3 cents a minute for US tollfree incoming. IAX works and passes
CLID (but they do not resolve CNAM for you). They use straight
g.711 or g.729 codecs.  I don't know how they deal with the payphone
surcharge. They are having serious capacity issues and don't deliver a
usable service yet. Two major problems from the beginning: extremely choppy
outgoing audio (about 15% packet loss and out-of-sequence
packets) and they do not pass call progress (ringback) tones to the caller
due to not cutting through the RTP audio path until answer supervision is
returned. Their customer service has been slow, today they say they will
switch our number to an alternate server to fix the problem.  I just now
registered with their new trouble ticket reporting system, we'll see if they
can make this a usable service. They are clearly building a business while
we wait; if they can streamline it so they can make money at these rates and
still have big enough pipes to stuff all these bits through, it will be good
value.
