I am looking for someone to design a voice broadcasting platform with
the following features:

Hosted - my data center or yours.  We have plenty of bandwidth to buy IP
traffic from your favorite carrier.

Hardware solution capable of pushing 100,000 calls in an 18 hour window.

Web Interface that allows you to upload data (.csv), and push broadcast.

List segmentation for time zones, i.e. don't call people after 9PM their
local time.

On-Line Reporting
