I am not sure.  I know they have put a lot grey market people into jail but
I haven't heard of any end users going to jail.   In Tijuana, they closed
down 9 companies about 4 months ago.   Three of the companies had value
added permits.

Reason.  Operating in Mexico without a Local concession and using VOIP for
transporting traffic outside of Mexico without a Long Distance concession.

Vonage here in Mexico.   The arrest team included members of SCT
(http://portal.sct.gob.mx/SctPortal/) and Comission Federal de
telecomunicaciones (http://www.cofetel.gob.mx).
