What does he want to pay for this.

Check out phoneopia.com , it is just like fwd, and has 

auto signup
auto provisioning of account

account can be used from any sip device / softphone

Did's can be added, and gateway is already added on there, where customer can 
call a land line number and reach a phoneopia user for a 1$ a month, you can make 
the fee what ever u like.

It has 30,000 users on it at this time
