mISDN packetsize on datacalls too big

On misdn1_1_9.1-Digium- during datacalls the transmitted HDLC frames are
200 bytes too big.

The patch makes the TX-FIFO prefill optional dependent on FLG_HDLC of the
mISDN channel.
