[Dundi] Asterisk 1.4.21.2 / Dundi Debug Error: ENCREJ

Hi all, I was hoping someone on the list could help me with my issue,
I've been going in circles.
We're implementing Dundi network-wide (approximately 30 servers). I
started with just two servers for experimental purposes, the
configuration is below.
I've generated the keys and copied the public keys to their opposing
servers /usr/lib/asterisk/keys dir. "keys show" does in fact show the
appropriate keys listed.
When I define a loopback peer, "dundi lookup" works perfectly. When I
define the below peers, the opposing server reports the following ouput
(note the ENCREJ). Any suggestions?
