probably behind a firewall meaning that the 5060 gets out ok to send your audio,
but the 10000-20000 range that the other side comes in on is blocked. You don’t
have the problem with static WAN because it is not behind the firewall or has
more ports open. Do a netstat –an during each call and see what is
