Do you mean 19.1.0?

It is neither a function nor an argument to the CHANNEL() function - it's just a channel variable, so:

Set(SAY_DTMF_INTERRUPT=true)

Should do it. However I have confirmed locally that it does not work as documented, so feel free to create an issue in JIRA.
