I had played with that also - but it still down converts to 8k:
application=/usr/local/bin/mpg123 -q -s --mono -r 8000 -f 8192 -b 0 -@
http://media.on.net/radio/155.m3u

I was looking for a way to get something like an opus codec quality - not
just 8k.
