We're a bit off topic for the Asterisk list now, but in your Hylafax config.ttyIAX0 config file, add this:

ModemWaitTimeCmd:       ATS7=120

Restart Hylafax and faxgetty, then retry. That will allow 120 seconds on the dial before hanging up and assuming no carrier.
