Just write a program that polls the database, if it sees a record it 
runs an Originate command via the Asterisk Manager.

Things you would need to learn:

1. The language you use for the program (i.e. C/PHP/Java etc)
2. How to create/use MySQL databases
3. How the Asterisk Manager works
