Yes, thanks for the tip.

Found it: Turns out the Ubuntu package expects sound files to be
located in /usr/share/asterisk/sounds instead of the usual
/var/lib/asterisk/sounds.

asterisk.conf:
astdatadir => /usr/share/asterisk
