[asterisk-users] Adding an external dial code

Over the zaptel you can do it in zapata.conf and it'll give you a dialtone
after dialing 9. if it is all sip, then you can do it in "Outbound Routing"
but it won't give you a dial tone after dialing 9. For that some
customization of the dialplan would be required.
