[asterisk-users] adding agent with 2 phones to a queue

Your best option is likely to be to create a separate context that calls
both numbers, like so...

[agents]
exten => 1,Dial(SIP/0317998975&SIP/0317998985)

...then add Local/1 at agents to the queue.
