Currently no.  You would need to add logic to the channel driver.  Or
use DTMF to initiate the hookflash:

extensions.conf
[globals]
DYNAMIC_FEATURES=>zapflash

features.conf
[applicationmap]
zapflash => *0,callee,flash,()
