It worked, it seems there was something wrong. The following is working now:

Action: UpdateConfig
srcFileName: voicemail.conf
dstFileName: voicemail.conf
Action-000000: Append
Cat-000000: default
Var-000000: 2000
Value-000000: >1111,Jhon
ActionID: 1234
