I think Linksys SPA3102 does support T.38 
On Line 1 I have:
FAX Enable T38: Yes
FAX T38 Redundancy: 1
FAX Passthru Codec: G711u
FAX Process NSE: Yes
FAX Passthru Method: NSE
FAX CNG Detect Enable: Yes
FAX CED Detect Enable: Yes
