Syntax:
Dial(Technology/resource[&Tech2/resource2...][,timeout][,options][,URL])

You have to pass L() as the options argument.

Exten =>_X.,n,Dial(SIP/ser_sei0/1130,,L(10208400:61000:10000))
                                     ^
