In a word: Yes.
At the moment when the 1.4.26-rc1 tag (/release) is/was created
the tag is exactly the same as the branch
http://svn.digium.com/svn/asterisk/branches/1.4
which it was created from.
After that new changesets (bug fixes) will be committed/merged into
the 1.4 branch so the branch is something like 1.4.26-rc1+ then.
