My extensions.conf file looks like this:
[line-2]
exten => s,1,Answer()
exten => s,n,Playback(is-curntly-busy)
exten => s,n,Hangup()
[line-1]
exten => s,1,Answer()
exten => s,n,Playback(is-curntly-busy)
exten => s,n,Hangup()
[phone-1]

Simple enough, but all I get is the "goodby" message and this on the CLI:
-- Starting simple switch on 'Zap/4-1'
== Starting Zap/4-1 at line-2,s,1 failed so falling back to exten 's'
== Starting Zap/4-1 at line-2,s,1 still failed so falling back to context 'default'
-- Executing [s at default:1] Playback("Zap/4-1", "vm-goodbye") in new stack
-- <Zap/4-1> Playing 'vm-goodbye' (language 'en')
-- Executing [s at default:2] Macro("Zap/4-1", "hangupcall") in new stack
-- Executing [s at macro-hangupcall:1] ResetCDR("Zap/4-1", "w") in new stack
-- Executing [s at macro-hangupcall:2] NoCDR("Zap/4-1", "") in new stack
-- Executing [s at macro-hangupcall:3] Wait("Zap/4-1", "5") in new stack
== Spawn extension (macro-hangupcall, s, 3) exited non-zero on 'Zap/4-1' in macro 'hangupcall'
== Spawn extension (macro-hangupcall, s, 3) exited non-zero on 'Zap/4-1'
-- Hungup 'Zap/4-1'
