Which version of Zaptel do you have?

At first sight, this seems similar to the issue that I had where none
of my Zap channels were working. I'd just upgraded Asterisk from 1.2
to 1.4 but hadn't upgraded Zaptel. Upgrading Zaptel to 1.4.12 did the
trick for me.
