app_milliwatt provides a Milliwatt() function

I actually wrote up this guide on tuning rx/txgain yesterday and pointed 
Sandjay towards it... which I;m assuming is why he;'s asking for the number:

it also covers how to generate the 102 millliwatt signal.

I basically learned the procedure from a post dating back to 2004 to this 
list... hopefully its fairly accurate... i wrote the guide more or less from 
memory without actually trying it.
