I am assuming that by conference you want just 3 (external) party conf
since thats all the lines you got, Panasonic Digital systems can do up
to 8 party conf on their prop phones.
Panasonic does have a voicemail system.
Being a certified Panasonic dealer I can tell you that for what you
are looking I can sell it to you new for less than $3000.00
