i guess you will put multiple asterisk servers then create iax2 trunks
between all of
them then the right dialplans would make the job.
for example if one server will be for voicemail, then whenever someone
chooses to go to voice mail the dialplan would redirect him to an extention
that exists on a server, or if someone want to dial a long distance call the
dialplan would redirect him to a server that can has an extension that is
located on a server with PTSN trunks  ...
